In the seminar, titled: “Encouragement of the Social Dialogue – Exchange of Experience and Good Practices”, which was conducted between 7th – 10th of December, 2009 in the Centre for Human Resource Development and Regional Initiatives, took part delegations from the Republic of Bulgaria, Albania and the Kingdom of Belgium.

In the seminar, titled: “Encouragement of the Social Dialogue – Exchange of Experience and Good Practices”, which was conducted between 7th – 10th of December, 2009 in the Centre for Human Resource Development and Regional Initiatives, took part delegations from the Republic of Bulgaria, Albania and the Kingdom of Belgium.

Representatives form the three delegations acted as lecturers by showing vary detailed presentations on the actual relations between the State and the social partners.

During the seminar the participants compared their legislative frameworks, governing the social dialogue, marked the similarities and the differences and concluded that the all of the states represented in the seminar, are implementing the basic international and European standards, regarding the freedom of assembly and the collective labour bargaining.

The Belgian representatives of the syndicate and employers’ organization made a common presentation, which deeply impressed the rest of the participants and provoked intensive discussions among the Bulgarian delegation resulted in a real tripartite social dialogue was realized during the seminar.

In result of the debates all the participants, representing different institutions confirmed that the realization of the social dialogue and the development of the collective labour bargaining are integral part of the anti-crisis measures, which every government should undertake.

          At the end of the seminar, the Belgian representatives prepared a document, summarizing all the discussed issues, themes, problems and reached conclusions. This document was discussed and accepted by all the participants in the seminar, which appreciated this informal and unique opportunity to discuss frankly about common concerns and preoccupations, regarding the development of an effective social dialogue. The expressed their willingness to further progress in their practices and knowledge by meeting again together next time more specific and controversial issues.
